Auxiliary Communications Service (ACS) is a group of trained volunteers, often utilizing amateur radio, who provide supplemental communication support to emergency management agencies during planned events or emergencies when primary communication systems may be overloaded or unavailable, essentially acting as a backup communication network for disaster situations; most ACS members are licensed amateur radio operators and operate under the authority of local government emergency management agencies.
